A reckless exchange of bullets at a crowded outdoor party in Toronto killed two young people late Monday night in what
the city's police chief described as an unprecedented episode of gun violence.

23 people, including a 22-month old infant, were shot after two men who got into a confrontation opened fire into a crowd of more than 200 people at an outdoor barbecue in the city's east end.

Toronto Police Chief Bill Blair says the victims are a 14-year-old girl and 23-year-old man.

Homicide Detectiive Graham Gibson says the girl has been identified as Shayanne Charles, the 23-year-old man was identified as Joshua Yassay of Ajax.

``This is the worst incident of gun violence, in my memory, anywhere in North America,'' Chief Blair said from the
scene of the crime in a residential neighbourhood.

``It is the most serious crime of its kind that has ever taken place in the city of Toronto.''

Police made multiple appeals for witnesses to contact them as they began to pull together descriptions for what appeared to be multiple shooters.

They said they had one ``person of interest'' in custody and were looking for other suspects.

The incident took place before 11 p.m. on Danzig St., near Morningside Ave., and Lawrence Ave. East.

``An altercation broke out among some individuals and there was an exchange of gunfire. During that gunfire a number of innocent bystanders were struck,'' said Blair.

``It's a very shocking event, a lot of people were injured tonight.''

The two killed in the shooting were a teenage girl and a man in his early 20's, officials said.

Blair did not provide the age of the child who was injured but says the injuries are ``not life-threatening and the child will be
fine.''

Those hurt in the incident suffered a mix of gunshot wounds and injuries from the mass panic that ensued. Victims were taken to five different hospitals.

A variety of Toronto police divisions were called in to assist with the investigation, including the Guns and Gangs unit and the
homicide squad.

    While this is horrific, and gun violence should not happen anywhere especially in a residential neighborhood, it is NOT the worst we have seen in North America. It isn't even the worst we have seen from Toronto. Gun violence has been growing at a steady pace, but this is not the most horrific public shooting Toronto has seen. What of the "Just Desserts" shootings? The fifteen year old girl killed in a cross fire on Boxing Day? There have been 16 shootings in the Toronto area already this YEAR! How can Chief Bill Blair say that the Scarborough incident is the WORST that has ever taken place in North America? We need a Police Chief in Toronto that KNOWS how bad the gun violence is, not one who thinks it is just BECOMING bad.

      @Janette Hamilton Which shooting is the worst is, to some degree, subjective - but why focus on this statement so much?
      It seems to me, however, that in terms of total number of people killed or injured in a shooting spree in Toronto, then this would be the "worst" (in memory at least).

      I therefore do not see why there is so much distaste for Chief Bill Blair's comments here. That he shouldn't be police chief because he calls this shooting the "worst" is excessive.
      This year has been especially bad, and to acknowledge this is not to say it is only becoming bad, but that it is getting worse, which I think is important to acknowledge.

      @Janette Hamilton Janette, rethink what you wrote. I have to agee with the Chief, it is the worst gun incident that we have seen in the Toronto area The amount of victims in this single incident speaks directly to that fact. Gun violence growing at a steady pace is the only comment I can agree with you on.

      You mention two shootings which also involve innocent bystanders ........however do you feel these are greater incidents of violence because the victims were white? The degree we rate violence should not be rated on a persons skin colour. A life is a life.

    Tragic waste of young lives. The political types will posture yet the root cause left alone. Legalize drugs, use the profits to truly help communities and be done with gangs.

      @trajic_waste I think legalizing drugs is a BAD idea. That's all we need is more people trying to eat other peoples faces. Drugs have been know to trigger mental illness and its hard enough to keep criminals in jail without them trying to play the mentally ill card.

    We can all be grateful to the multicultural, Liberal fools who created this situation. It has been obvious for at least 3 decades that black immigrants, predominantly Jamaican, are responsible for a disproportionate amount of crime, and that is especially true when it comes to any offenses involving guns. Take away the gun crimes committed by this group, and violent crime stats in this city would plunge.

    The obvious solution is to, quite simply, close the door. Not fair to the honest ones, but the current situation is not fair to all the law abiding people in this city; they should get priority.

    Concurrently, the government should pass laws that make it far easier to deport people who commit crime, and the federal government and police forces across the country should focus on this community and move swiftly to repatriate as many of these people as possible. If the Jamaican government doesn't cooperate, tough. Leave in a raft 1km off Jamaica's shoreline and let them paddle the rest of the way.

      @James Would be sad to scrap multiculturalism altogether if it is true that certain nationalities were responsible for most of the violent crimes. A 'selective multiculturalism' would seem more appropriate but also a terribly hard political pill to swallow.
      I think it's the case that multiculturalism contributes positively to our society, so it would be unfortunate to lose these more positive aspects of the policy.

      @James James, I do somewhat agree with you with regarding a large percentage of suspects being of Jamaican decent. People should investigate how these "lawless" Jamaicans are making their way into our country. Check immigration records. You will find Jamaican men are finding their way here through direct sponsorship of mostly white women. White women visit Jamaica to get their "groove back" and begin to import with ease. Women also frequent the local farms in the search of men. Marry them and they remain in Canada. However a review of the recent shootings will indicate a rise in other countries having active participates. Should we stop all immigration? Who will do all the unsavoury jobs that regular Joe Blows wont? In addition with a vast amount of people choosing to have one, two or no kids, who will support the system should we STOP all immigration? There are problems definitely, however add more resources for attainable education and trades training, communtiy supports and things to keep kids busy and their hands will not become idle.

      One last point. The government has greatly hindered parents ability to parent and discipline. Parents can not give kids rules and punishment. They took that away so that they could do it. They now have the job and are failing miserably. Society sure did not have the same issues 20 - 30 years ago when immigration rates were higher than presently.

    we should all thank the liberal feds for spending billions of tax dollars for the gun registry. i'm sure when they find these guns they will have been lawfully registered to the criminals that used them.

    thanks to previous city council for banning gun ranges otherwise violence would have been worse.

    too bad adam vaughan's genius attempt to ban bullets was shot down, otherwise the criminals would only have been able to shoot blanks (or those BOOM flags they used in silent movies and gags)

      @proton I don't think partisan politics matters in this debate.

      City Councillors have only so much power. What Adam Vaughan and other city councillors can do is propose a ban on bullets and ban gun ranges and ban guns. It might look stupid but that is what they can do .

      Rob Ford should pressure his buddy Stephen the change the law so that its much thougher than it is right now.

    James makes the point that multiculuralism (aka political correctness) may have something to do with this shooting. He's probably right but no solution is possible until our media, police, courts, and political leaders start naming, exposing and jailing the people who commit these crimes. Too often these criminals are able to hide their identities from the public and the media/justice system fails to isolate them appropriately from civil society. It may mean jailing them or deporting them. But they must be dealt with and the public must see that they have been dealt with as per the law.

    I bet that once these "shooters" have been caught you will be able to connect several dots in their lives which will highlight the abysmal, discipline-free, test-free, basket weaving priorities, of the educational and cultural environment they grew up in. I liken it to two types of parade you can see on Toronto streets. The "Pride" parade where out of control adult individuals consider it their right to parade their genitals in front of children and a military parade where adult males, in particular, show they know how to work together as a team, pass the tests required of them, and demonstrate their willingness to be responsible for themselves and the society which supports them.

    Self-discipline and responsible behaviour are learned in school and in one's culture at an early age. Boys, in particular, are not born with a self-discipline gene. Until we focus on letting children know that we expect them to show respect for the adults raising them, to pay attention to their studies and to pass the tests needed to show they have absorbed their lessons, we will fail them and society. It wouldn't hurt either for fathers in certain communities to stay with their families and provide the responsible male role model needed by male children primarily.

    This means, of course, that multiculturalism is a failed policy. Not all cultures are equal. It's important for children to learn to swim, for example. Letting them skip swim class for some archaic religious reason, only serves to prove that we as a society are not willing to stand by our values when faced with an alien culture which hasn't reached the 21st century yet. It's also an example of the weakness in the school system to not require that all students get the education they need to prosper in the 21st century.

    You are going to require to turn half the entire real estate of Toronto into jails to jail all of them, and I keep on repeating this statement because for some confused minds out there think that two kids shot people in Scarborough and if we get those two kids and jail them for 100 years, we will get crime out of Scarborough. Geez get real and understand the problem we have in this city and start to fix it. You did not hunt down Husbands after he shot people in the Eaton Center, he walked in himself and as far as I know he is still inside. How many shootings have happened since he was arrested? Look at the shootings that have developed under this Chief, they are open in public from Eaton center to the Euro cup to Scarborough to the one I forget, what exactly does that tell you? And I get really upset by these outlandish statements for example, blacks are not cooperative in reporting the gang bangers. Really can you stand out there and blame these families not to speak up? Look at the Police Stations we have in this city, since the shootings started to be this high, they built circumferences on their stations. Police Stations used to be open and we used to walk into them freely, yet today they are inside gates. Do you know why? For Police Officers do not want criminals to know who they are, they do not want criminals to see their cars and they do not want to be followed when going home. Now if the Police Officers of this city have feared the situation to this level, how can they drive out of a Police Station in a gate and go to a family in a TCHC to tell them the gang bangers? Who exactly protects that family? Police Officers have guns they have bullet proof vests they have the law behind them, yet they have built a fence on a Police Station, what exactly does this family that is supposed to talk have? Time is going to reach and we will all be forced to start to fix this problem which is today defined as a blacks problem.

    For soon or letter we will start to realize that it is a problem of all of us.

    No I think the most intelligent question that must be asked today is Why don’t we shut down TCHC an organization that we have seen that has failed in all means? But no because this creates money into conservative members run companies as Green win, we not only dump people into these Ghettos, but The Greatest Mayor Rob Ford pushed TCHC into a very strange situation, he went to Detroit, picked up a guy that had a greatest crime in the housing project of Detroit and handed him TCHC. There you go buddy. Like I stated this shooting is going to reach a point of waking up everybody in this city, and the best tablet is shooting in public places. We will start to wake up and realize that this actually is not a problem of blacks we have suffocated all along but a problem of all of us. By the time this man from Detroit gets done with TCHC, you will be surprised at this city.

    The best thing to do today is to sit and watch how this huge cycle rotates.
