VIDEO: Private Garbage Pick-up Starts West of Yonge

There's a fleet of big, green machines getting ready to gobble up all the garbage west of Yonge Street.

Private trash collection started Tuesday morning for residents west of Yonge Street.

The new, bright-green trucks will be driven by new workers who don't carry union cards, they're employed by a company called Green for Life.

GFL is a City Council-approved contractor, that began collecting garbage from 165,000 Toronto homes west of Yonge Street to the Humber River. While new green trucks may be seen on the streets, materials collected, containers, set-out practices and collection frequency remain the same for area residents. 

With GFL in place, the City expects to save approximately $11.9 million in the first year of the contract (August 2012 to July 2013) and about $11.1 million annually after July 2013.

 "This is a great day for the City of Toronto," said Mayor Rob Ford. "Acting on my campaign promise to contract out appropriate services and to save the City money, I am pleased to welcome GFL as the waste collection provider in this area of the city."

Collection schedules - which determine what and when materials should be put out each week - will not change. Residents are, however, asked to put their waste out by 7 a.m. on their scheduled day, as their actual time of collection may vary somewhat with the new company.

"Today is day one in fulfilling our promise to taxpayers. GFL will provide collection service at a reduced cost without sacrificing the quality of the service or the City's commitment to diverting waste from landfill," said Councillor Denzil Minnan-Wong (Ward 34 Don Valley East), Chair of the Public Works and Infrastructure Committee.

The city is advising residents that since this is a new contract, to expect delays with their collection. They are being asked to leave material at the curb if it has not been picked up by late afternoon. Residents can continue to call 311 if they have any service issues to report.

The contract with GFL is for seven years (2012-2019), with an option to extend the contract for two additional one-year periods at the City's discretion. GFL also provides collection west of the Humber River in Etobicoke, having recently acquired Turtle Island, the previous contractor.

CUPE employees had been doing the work but the switch to a private contractor is move that mayor Rob Ford pushed hard for.

    I'm looking forward to seeing more city services privatized and carried out by honest, non-union workers! Next garbage day, I think I'll wait by the curb with a box of Timbits for these guys to show my appreciation.

    CUPE workers used to leave the garbage bins in the middle of the driveway after emptying them, not even the slightest effort to put them on the side. I'll give them the same courtesy; good riddance!

    lets outsource what everyone does for a living here that is anti union. i'm sure some private sector taxpayer or company shareholders would be happy for the savings

    @ArtC it's not so much anti-union as it is anti-grotesque, bloated public service contracts that are completely out of touch with reality. These contracts are pioneered by politicians using taxpayers money to increase their popularity. They hope that by the time it comes to roost they'll be long gone and tough luck to the next generation of taxpayers having to pay for the fiscal abuse and the next generation of politicians who will have to find a way to address the mess.

    can't blame the unions for trying to get the best deal possible; that's their job. we can't expect them to be responsible and refuse benefits for their employees when the politicians refuse the responsibility.

    The savings you seem to begrudge are savings belonging to ALL taxpayers and they can be used to either reduce taxes or to spend on something really necessary.

    In general public sector work will always cost more than private sector because politicians aren't spending their own money so there's no oversight.

    Read about countries like Spain, Greece, Portugal, etc. to better understand these concepts

    Speaking as a resident of Richmond Hill who has received garbage collection that is contracted out for some time already: welcome to the world of actually receiving a 'service'!

    Gone are the days when you return home on a garbage day to find something that was not picked up because the city worker 'felt' you had something in your garbage that shouldn't be there. Contracted workers who will have to work to get their contract renewed in the future are more likely to give you the benefit of the doubt.

    It is the reasoning of Torontonians that gets to me. Does it matter who picks up your garbage? The answer is no, what matters is it is gone. Now let us go back where we are coming from, The conservatives created the Mega city because it will run better and it will be economical we are not duplicating services. Can you tell me how much money you have actually saved as a tax payer due to the creation of Megacity? The conservatives sold 407 to a Swiss company, can you tell me how you as a tax payer gained? The union was very expensive and it lost the West side of the city and you are laughing today. But today you poor soul are paying for the union workers as you did before, only that on top of them, you are paying for the private company as well. If the conservatives are not only playing on your very weak mind, they should tell you that we have contracted the garbage out for half the city, and 2,000 union workers are laid off, BECAUSE IN THE REAL WORLD PEOPLE LOOSE WORK WHEN THEIR JOBS ARE CONTRACTED OUT. That is what I call saving. We are paying the all the union employees you are crying about today as they were doing a shabby job, when they are not picking your garbage but you are paying the private collector on top of it. And God help me you are going to buy them the Tim bits too.

    And you blame Ford for becoming a mayor of this city? Geez I am next in line !!!!!

    City workers, like it or not, are skilled at their jobs...driving those trucks is not an easy task as the GFL drivers are finding out quickly. GFL won't have the time or money to invest in their drivers and to make a profit as well.z

    @EdwardM_8180 it seems you're questioning the reasoning of Torontonians that are sick and tired of having union contracts shoved down our throats with obscence conditions that would bankrupt any private sector business, and you ask WHY??? Your point that the garbage workers are now being paid when we're also paying the private sector pickup is a perfect example of everything that's wrong with these contracts and the politicians that don't give a damn about taxpayers hard-earned dollars.

    @Dee why would you assume these new private sector workers aren't skilled? I'll guarantee you one thing; they'll be skilled at customer service and being competitive because their livelihood and that of their company depend on it.

    The union didn't have to worry about that at all; no matter how poor their customer service they kept on getting overpaid with no repercussions.

    Your argument seems to indicate that Mayor Ford decided to out contract the garbage collection to get rid of the unions that have very terrible contracts. Had that been the Mayor’s purpose, then we would not pay for the people that no longer pick the garbage. But let us look closely at the Mayor with his dealing with the unions. He handed a very nice contract to the Police Union way more than they were even expecting. Why are we only talking about the garbage union and not the Police union? Is the Police union not with a very terrible contract or they are paid with shells? You are today paying for the union workers that no longer pick the garbage and Mayor ford’s friends have a contract to collect the garbage.

    I think it is you the tax payer that got nothing but lost by paying more.

      @EdwardM_8180 The police are a horse of a different colour. Yes, it's incredibly distasteful that they are unionized, but until we get other matters under control they serve the most important job of all: protecting us from each other, and when necessary, ourselves. Special considerations do need to be made.

      As far as the former garbage workers, that was the best Ford can do until our labour laws are reformed to finally allow organizations to fire unionized employees who aren't earning their keep. Once Tim Hudak is premier, they'll be sorted out.
