Union Boss Says TTC Workers Could Engage in 'Work-to-Rule'

Posted By: David Woodard · 9/21/2012 9:55:00 PM

TTC Union President Bob Kinnear says his members may be looking at a work-to-rule campaign if the service approves a move to contract cleaning jobs.

Kinnear was on Friendly Fire Friday night and confirmed that work-to-rule is an option, saying nothing was off the table.

He suggested that there could be delays if a work-to-rule campaign is brought in.

There are other options for the union should councillors approve the outsourcing plan; Kinnear says they may refuse to sign a joint letter to the Ministry of Labour that would exempt workers from a standard 48 hour week allowing them to work up to 64 hours.

It's a move Kinnear says could cost the service $10-13 Million.

The TTC says they plan to save $4.29 Million annually by contracting out the jobs.  Spokesman Brad Ross notes no union jobs would be affected by the move.

There is no reason why, in a civilized society, thugs like Bob Kinnear can get away with bald-faced extortion. Arrest this man for the threats he's making against the people of Toronto!

The idea that a NEW service serving the GTA (Toronto) should generate any manner of job action or protest is simply a union acting like a spoiled little brat, a cry-baby, because there's a new kid in the sandbox. If this is truly representative of the union members, they should be ashamed of their behaviour and sent to their room without dinner.

This is purely a selfish act in a climate of reductions and economic impact such as we have in the private sector. While I can agree that privatization of transit, such as the farce in York Region, can be problematic, to suggest job action in a manner that hurts the riders is just ignorance.

i love that work to rule crap. if they did that they would acualy work for a change so i am all for it. just remember the only people who are out of a job when you contract out are the union heads. they arent fighting for the members they are trying to save their own jobs

Work-to-rule over contracting out cleaning? Cleaning, unto itself, currently; is hardly practiced on vehicles or in the subway system. Most times, newspapers and other litter are scattered onto the floors of vehicles for riders to move or kick away. One's shoe soles can also stick to the floor due to unkempt areas. The subway stations are usually quite dingy and are in a dire need of a good mopping. Have at it, Mr. Kinnear. Your actions would not be any different from the 'norm'.

I just sent a letter to my representatives at the provincial and federal levels, explaining the situation and asking them to decertify ATU 113. If enough of us do it, we might make progress.

@Jack we need a Ronald Reagan act-alike that has some balls to fire these union members and decertify the unions that hold us hostage.

TTC has greater benefits/wages now because they're an essential service and they still hold us to ransom

never mind the fact that i heard of an employee of maintenance dept. being physically threatened first day on job for actually doing his work at private sector pace vs the 1/4 speed which is about the union pace.

@Jack Waste of time for me.... my MP is NDP and more interested in fighting for the Tamils and my MPP is liberal, hence he's a union supporter too. Sad day here in Scarborough.
