Initial Pan Am security number just a 'place holder'
Minister responsible for the games says it was the organizing committee's estimate

The province admits that the initial $113 million estimate for Pan Am Games security was just a place holder.

Minister responsible for the Pan Am Games Michael Chan offers the number was put in place in 2010 a "long time ago."

He says the most recent figure of $239 million could go higher.

Chan says the government had nothing to do with original estimates, it was the organizing committee's responsibility.

Later in the day, Chan's office issued a statement that the $113 million was always intended as a placeholder, noting the "figure was the best estimate in 2010 based on previous Games' planning that were smaller in scope and scale."

    so, a hundred percent increase?? soon the cost per athlete / visitor / activity will be higher than sochi.
