Ontario's local medical officers of health want the province to allow harder hit areas to reopen at their own pace.
The Globe and Mail reports, documents it obtained, include a proposal that would allow some municipalities to reopen more slowly.
The GTA has more than three quarters of active cases. There are also higher numbers in Windsor and Ottawa while the Simcoe Muskoka District Health Unit, which includes parts of cottage country, reported only one new case on Wednesday.
The Globe says the documents also include targets the medical officers would like to see met before restrictions are lifted.
They want to see a continual decrease in the 14-day average number of cases in the community, and fewer hospitalizations over 14 days. They also want to see each infected person, on average, spreading the virus to fewer than one other person.
The province's current plan calls for a consistent two to four week decrease in cases.
So far, provincial officials, including the Premier and Ontario's Chief Medical Officer of Health, have resisted the idea of a regional reopening.
