The President and CEO of the Centre for Addiction and Mental Health has agreed to an external review.
It will focus on the process for passes and privileges involving forensic patients.
This comes after 3 patients with passes failed to return the facility over the past month.
One of them is a man who killed his roommate with a meat clever.
Zhebin Cong was able to board and international flight and leave the country.
In a written statement, the head of CAMH says she, "understands how events of the last number of months have caused people in the community to be concerned about our ability to effectively manage that fine balance."
"The review will look at incidents over the past several months to inform CAMH practice in the context of the broader forensic psychiatry system and to provide concrete recommendations for our organization."
CAMH says it is in the process of naming a chair for the review and working to identify international experts who will participate.
Recommendations are expected by the end of the year.
