Canada and the US are leading an initiative to counter North Korea's evasion of global sanctions.
Foreign Affairs Minister Chrystia Freeland and U-S Secretary of State Rex Tillerson announced the initiative after a day of talks in Vancouver involving 20 countries in Vancouver.
Tillerson says the US is willing to talk to North Korea, but the world will never accept it as a nuclear power.
He says he believes sanctions are starting to get that message across.
Freeland announced a three-point-five-million-dollar investment in strengthening global sanctions against North Korea.
She says the world cannot stand by while the nuclear threat posed by North Korea grows.
A total of 20 countries took part in the meeting.
The majority of those countries were invited because of their support for South Korea during the Korean War more than 50 years ago.
Russia and China weren't at the meeting and criticized the decision to hold the gathering, calling it unhelpful and even potentially harmful to the prospects for peace with North Korea.
