The city is considering some changes as it looks to open up new shelter beds.
City staff are recommending relaxing the rules on where new homeless shelters can be built.
Right now, zoning rules say shelters cannot be built within 250 metres of each other and they must be within 80 metres of a major street.
Last year, city staff came up with 379 potential sites for new shelters but only 11 made the shortlist and 50 were ruled out because of the bylaw.
The report goes to a city committee next week.
