The majority of councillors on the public works committee support taking the next step in privatizing garbage collection in Scarborough.
The committee voted in favour of looking for bids to see if outsourcing the service would be cheaper for the city.
Staff say the union would be able to put forward its own bid.
The move still has to be approved by full council later this month.
Public works chair Jaye Robinson says the city won't know if it can save money through privatization unless it get actual costs from the market.
