A complaint has been filed with the city's integrity commissioner, concerning Councillor Jim Karygiannis.
Recordings of the councillor allegedly giving preferential treatment to constituents, surfaced in the Star on the weekend.
Now, the co-founder of Democracy Watch, has officially filed a complaint.
Duff Conacher argues, Jim Karygiannis violated the councillors code of conduct and the requirement to represent all constituents fairly and evenly.
Conacher want to see the integrity commissioner levy the maximum penalty for his kind of violation: suspend pay for 90 days and remove Karygiannis from all boards and committees he's on.
If found to be guilty, Karygiannis can't be removed from office.
Toronto Mayor John Tory was asked about this issue Tuesday morning and he wouldn't got into specifics, but said that he is the mayor of all Torontonians, not just those who voted for him.
The secret recordings were made by campaign volunteer Kevin Haynes in November of 2018.
When reached by Newstalk1010, he said he made the recordings because, "in my gut feeling, I thought that I was going to be thrown under the bus, and it just so happened that I was."
As for a penalty, Haynes isn't asking for much.
"I'd like to see Jim Karygiannis apologize and face the full consequences of his actions," says Haynes.
When asked for comment, councillor Karygiannis wouldn't go on tape, but he did provide NEWSTALK 1010 with a statement:
"Throughout my entire political career, I have always been passionate about serving my constituents and I am proud of my record of public service. Too often, politicians sit behind their desks and wait for people to come to them. As a councillor, I believe it is key to my job to be out among my constituents to truly understand their issues on the ground, not from downtown in Toronto City Hall.
In fact, in the last week alone I met with over 30 stakeholders and constituents addressing municipal concerns and certifying their documents. I have attended 14 events. This included hosting a Community Solidarity Dinner for the Chinese community in my ward who have recently faced stigmatization as a result of fear and misunderstanding related to the novel coronavirus outbreak.On a daily basis I answer close to 100 emails.
Bottom line, I care deeply about the people I serve. It would be a mistake to interpret my passion for serving my community as a fault. In office, I have worked hard to address the concerns of my constituents and advocated tirelessly on their behalf in council.
It is common for councillors to take an interest in the welfare of their communities. When I report concerns to city staff, including by-law officers, I have complete faith in their professionalism and judgement.
Colourful language aside, I trust people understand that a politician will at times speak politically. But that doesn't mean the integrity of city staff and the fine work they do should be called into question as a result of this secret recording.
The fact is I am disappointed in the individual for recording our private conversations, and for secretly recording my constituents' conversations.
I do believe the comments need to be understood in the context that this was some tough talk shared in private, where only one party knew the conversation was being recorded and had his own motivations for the leading questions he asked.
I believe it would be wrong to draw any conclusions from this recording other than that I care deeply for my constituents and my ward."
