NEWSTALK 1010 has learned the incident happened Monday around noon.
Police tell NEWSTALK 1010 that an emotionally disturbed man was arrested and charged after residents found the dog on the ground outside the apartment building at 40 Firvalley Court near Warden and St. Clair.
According to investigators, the man had taken the dog for a walk and then returned to the 7th floor unit.
It's not known why the dog was thrown from the 7th floor but she later died from her injuries.
Witnesses that saw the man on the 7th floor after the incident say he stuck his tongue out at neighbours that started yelling in his direction and threw dog food at them on the ground.
"The poor dog was just there," a woman tells NEWSTALK 1010. "His legs were all....he was mangled. His face was clearly showing that someone beat the hell out of him. Punched his face in and knocked all his teeth out."
A police source tells NEWSTALK 1010 the man is 25 years-old and has a record.
He was expected in court Tuesday morning.
