The city's Acting Medical Officer of Health has issued an Extreme Cold Weather Alert.
The alerts are issued when the temperature is forecast to reach 15ºC or colder, or when the wind chill is forecast to reach -20ºC.
A wind chill of around -20ºC is expected Thursday night.
During the alerts, the city activates more services to help get homeless people off the streets.
