Sources speaking to the Globe and Mail say they're proposing a plan that would include loans for landlords of small and medium sized businesses.
They would cover up to 75 percent of rent payments for three months but the program could be extended past that.
The Globe reports, as much as two thirds of the money is expected to be forgivable.
Without rent relief, industry groups have been warning a large number of businesses may have to close their doors for good within months.
Prime Minister Justin Trudeau promised commercial rent relief last week but so far, hasn't released any details.
Canadian Federation of Independent Business president Dan Kelly has said struggling businesses need a non-repayable rent subsidy, not loans or deferral of rent payments.
