Mayor John Tory is holding an emergency meeting Thursday morning on the recent overdose deaths in the city.
Six people have died in the past week.
On Tuesday night, two 18-year-old girls were found dead in Etobicoke.
Mayor Tory called their deaths unimagineable tragedies.
He is meeting with the chief medical officer of health and police to talk about whether there is more the city can do to address the issue.
Earlier this year, the city approved an action plan that includes opening up safe injection sites this fall.
