It's the first phase of the government's passenger bill of rights.
As of today, airlines are required to pay passengers up to $2,400 if they're bumped because a flight is overbooked. They're also required to pay up $2,100 for lost or damaged luggage.
Rules involving delayed and cancelled flights don't kick in until December.
Passengers could be eligible for up to $1,000 for delays or cancellations that are within the airline's control and not related to safety.
Passenger advocates argue the new rules don't go far enough.
Airlines including Air Canada and Porter have been fighting them in court.
