The Ontario Independant Police Review Director is now recommending charges against a Toronto cop.
The police watchdog organization says it's over an incident this year where some officers threatened to seize the phone of a man who was recording video of an arrest downtown.
The Director says there are reasonable grounds to charge an officer with discreditable conduct for ordering another officer to "interfere" with the recording.
The man says he witnessed one of the officers kick the suspect in the head and stomp on him then he was tazed as well. The Police Department is refusing to comment.
