Video surfaced online showing a man yelling at a Muslim family, telling them, "It's my f---ing province."
The incident happened on Monday at about 6:30 p.m.
Police were called but no arrest was made that day.
After an investigation, though, 50-year-old Lombray Ball was arrested on Thursday. He has been charged with two counts of assault and one count of threatening death.
