The province has won the latest court battle with the city of Toronto.

A three judge panel granted the request from Queen's Park to put a judge's ruling from last week on hold.
It means the city of Toronto can go back to preparing for a 25 councillor municipal election on October 22nd.
The judge called the bill to cut Toronto city council unconstitutional and reinstated the original 47 councillor vote.
The Ford government was ready to take advantage of a rarely used power to override the judge's decision and ram through the cut, but with the stay, the province will not invoke the "notwithstanding" clause.
