Is it proactive or victim blaming?
That depends on who you ask.
Toronto Police and a city councillor are taking some heat from road safety advocates over a pedestrian safety event on the weekend.
At issue: reflective armbands that were handed out to seniors to help make them more visible while crossing the road.
Scarborough North Councillor Cynthia Lai tells the Toronto Star this is just one way to prevent them from getting hurt and that she'd, "do it again in a heartbeat."
She says everyone has a responsibility when it comes to road safety.
But advocate Jessica Spieker sees it differently. She was hit by a car in 2015 while riding her bike.
She calls the armbands, "textbook victim blaming." She doesn't think they will make any difference.
