There are new recommendations to try to keep patients from walking away from the Centre for Addiction and Mental Health.
They launched an external review after several patients went missing. One of them was Zhebin Cong, a man found not criminally responsible in a 2014 murder. He was on an unsupervised pass when he got on an international flight. He hasn't been found.
The review makes 12 recommendations, all of which, CAMH says it will adopt.
The first, is to create a secure outdoor area where NCR patients can get fresh air and exercise. Right now, patients in the forensic unit need two security guards and a staff member to go outside.
The panel also wants CAMH to work with Toronto Police to make sure everyone is clear on what kind of patient information can be shared and when.
They're also calling for electronic records and automatic alerts when patients out on a pass return.
It's worth noting that disappearances are relatively rare. There were 26,000 passes given out from April to June. There were ten instances where patients didn't return.
