The man found not criminally responsible for the death of Sgt. Ryan Russell has been given a conditional discharge.
Russell was killed in 2011 when he was hit by a snow plow.
Richard Kachkar was charged with first degree murder, but after testimony from psychiatrists who said he was experiencing psychosis at the time, the court found him not criminally responsible.
The Ontario Review Board has agreed to give Kachkar a conditional discharge from a mental health facility.
He is to refrain from alcohol and drugs, he is banned from driving and possessing weapons, and he has to report to a mental health facility every two weeks.
