The premier hinted last week that a Stage 3 announcement for Toronto, Peel and Windsor-Essex could be coming this Wednesday.
But before that happens, the City of Toronto wants more restrictions in place for bars, indoor dining, and common areas in apartment and condo buildings.
"I believe these measures which have been fully recommended by our Medical Officer of Health Dr. de Villa and Toronto Public Health itself, are all necessary in order to protect residents," Toronto Mayor John Tory said in an announcement today.
City council is meeting today and tomorrow, and won't do so again until the fall. Because of the COVID-19 emergency, council has more power to enact restrictions that are stricter than the ones set out provincially.
De Villa is recommending that patrons at bars and indoor restaurants be seated at all times unless entering, exiting, travelling to and from the washroom, or paying.
Establishments would also be required to maintain a client log with a name and contact information for one person per party. This is to ensure people could be contacted for contact tracing if necessary.
"We would... require them to be stored for a period of 30 days at which time the information can be destroyed," Tory said.
The new rules would also require COVID-19 screening protocols for establishment staff.
City staff have drafted a bylaw that would make face coverings mandatory in common areas of condominium and apartment buildings.
"Many apartments and condos have already done this or have strongly recommended it to their tenants. As mayor I've received considerable communication... on this from tenants and residents of condos asking for this measure," Tory said.
He pointed out that the Greater Toronto Apartment Association, and individual condo and apartment owners have asked for this measure so that it would be easier for them to enforce.
Finally, an extension of social distancing bylaws until at least the end of September is being recommended.
