Toronto Mayor John Tory said if current provincial rules on masks and gatherings remain the same, the city is exploring what further measures it can take to make them tighter.
"We did discuss the notion of sorting out some of the legalities if I can put it that way of what more we might do with respect to masks, which is an area that was not addressed in the same way by the province," he said Friday, adding more details should be available by next week.
Toronto reported 130 of the province's 401 new cases Friday.
"The city is limited in terms of what it can do by way of orders and regulations and the like, but we're taking a look at what we can do," he said, regarding measures beyond just masks.
He mentioned he heard from staff about more cases linked to a wedding, even though it was a very small one.
"The bottom line is, that the status quo has us on a path that is very deeply troubling," he said.
Meanwhile in Ottawa which is also seeing increased cases, its chief medical officer of health said her city was now in a second wave.
On Thursday, the province reduced the social gathering limits from 50 for indoor and 100 outdoor, to 10 and 25 respectively, along with hefty fines for those that break the rules with unregulated get-togethers.
Meanwhile on Friday, Premier Doug Ford signalled next week could be a big one for the province, with hopeful developments on pharmacy testing, the government's fall preparedness plan and expanding the social gathering changes to other regions.
