A man and woman are dead after their vehicle plunged into Lake Ontario in Burlington.
A driver went through a barrier and into the water at LaSalle Park Marina at about 8 p.m. Tuesday.
"He looked like he was in some kind of distress. It could have been panic, it could have been some sort of medical thing" one witness told NEWSTALK 1010's sister station CP24. "His arms were kind of locked at the steering wheel and the car was just going down."
The vehicle and people inside were not recovered until the early hours of Wednesday.
Officers weren't able to get the bodies of a 55-year-old man and a 51-year-old woman out of the vehicle until the whole car was lifted out of the lake.
The couple has been identified as David and Natalie Black. They leave two children behind.
The tragic accident left neighbours of the couple in utter disbelief, including a woman who spoke to CTV Toronto Wednesday.
"It's a shock of a lifetime. Oh my God, I'm just so shocked, I can't believe it, they're gone."
Investigators will be trying to determine whether the driver experienced some sort of medical distress, intentionally drove into the water, became disoriented or if the vehicle failed.
