A prankster or someone looking to intimidate members of city council and Toronto's mayor?
For the second time in two weeks, Toronto Fire has been called to City Hall about a white substance found in an envelope.
Toronto Police are now launching an investigation to see who is sending the mail.
The immediate area of the mail room, an excercise room, and a locker room were evacuated as the substance was tested at around 2 o'clock this afternoon.
"This week like last week it looks like it's baking soda and kitty litter," says Division Commander Andrew Kostiuk
He says today's envelope was addressed to Mayor John Tory and another member of City Hall but can't say who.
Last week, the baking soda and kitty litter were sent to a city councillor.
"Toronto Fire will give it to the police and the police will follow up on the envelope and the handwriting and do their investigation," explains Kostiuk.
